Taxpayers in Portugal can donate 0.5% of their tax return to an NGO at no cost to themselves. If they choose not to, that money goes directly to the state. However, 61% of Portuguese taxpayers did not donate last year. Not because they did not want to, but simply because, not knowing how to do their tax returns themselves, they hire accountants to help them with it.
