Algarve under severe drought. Locals faced water cuts, but tourism — worth €1B/year — didn’t. Visitors used three times the UN’s daily limit. At Faro Airport, where 91% of them arrive, during its busiest summer week, Visit Portugal created a special outdoor using an unprecedented medium: six transparent suitcases looping endlessly on the luggage carousel, each carrying the amount of water a tourist could save daily.
